  1. CUSTOMS FORMALITIES

IMPORT OF HORSES TO FINLAND FROM NON-EU COUNTRIES

A veterinary border inspection referred to in Decision of the Ministry of Agriculture and Forestry 15/2002, Eb 6 is carried out on horses imported to Finland from third countries. Horses must enter the country via an approved border crossing point referred to in Annex I to the Decision. From the border crossing (Vaalimaa) horses are transported to the relevant border inspection post where a veterinary officer carries out a veterinary border inspection. The border inspection posts for live animals is located in Vaalimaa (tel. +358 5 357 1253), open Monday – Friday from 8.00 to 16.15.

The import of horses must be prenotified to the veterinary officer of the relevant border inspection posts at least on the previous workingday before the arrival of the horse. If the prenotification has not been given in the time limit given, a double fee for the veterinary border control will be charged since January 1st 2002. If the check must be performed outside working hours, the importer is responsible for making an agreement of the check with an authorised veterinarian.


Border inspection certificate

After having approved the horse for import, the veterinary officer fills out a certificate according to Annex II to Decision of the Ministry of Agriculture and Forestry 15/2002 (Certificate for animals concerning border crossing).


Filing of import documents

The veterinary officer carrying out the border inspection gives stamped and signed copies of the other import documents to the importer and files the original documents at the border inspection post. If the horse is transported to another country via Finland or the horse will be in Finland only temporarily, the original import documents are given to the importer and the copies are filed.


Border inspection charge

Provisions on the border inspection charge are laid down in Decision of the Ministry of Agriculture and Forestry 832/2001, C3.

Animal disease documents required at the veterinary border inspection concerning horses imported from third countries.

  1. Horses imported to Finland from non-EU countries must be accompanied by a health certificate as laid down in Decision of the Ministry of Agriculture and Forestry on preventing animal diseases when importing horses from third countries 764/1995. The health certificate form used depends on the country of origin as well as whether the horse is imported
    a) for a temporary stay,
    b) for other than temporary stay,
    c) back to Finland after temporary stay in a third country, or
    d) slaughter.

  2. Horses transported to a Member State via another Member State must be accompanied by a transit certificate referred to in Decision 764/1995.

  3. Horses transported via Finland to another Member State or a third country must fulfil the requirements of the country of destination.


Identification data

The identification document issued by a competent organisation of the country concerned must include all the relevant identification data of registered horses. Unregistered horses must carry an identification mark approved by the competent authority of the country of origin (for the time being an animal may pass the border inspection even in the absence of such mark). Identification data must be entered to the health certificate or a document corresponding to the identification document of registered horses.


Laboratory tests

The results of laboratory tests must be attached to the health certificate.

For horses imported from the Republic of Bosnia and Herzegovina, Bulgaria, Federal Republic of Yugoslavia, Kirghizia (Issyk-Kuli region), Croatia, Latvia, Lithuania, Macedonia, Poland, Rumania, Slovakia, Slovenia, Czech Republic, Ukraine, Hungary, Belorussia, Russia (areas referred to in Commission Decision 92/160/EC) and Estonia for other than temporary stay or slaughter only tests made by laboratories approved by the Ministry of Agriculture and Forestry will be accepted.


NFs holding an international event in their country should inform their National Veterinary Authority and their Customs Authority at least four weeks beforehand. They should request every facility to assist the movement of horses accompanied by FEI Passports, and the necessary veterinary certification at frontier crossing points into and out of their countries. (Vet. Regs. Art. 1004.2)

  1. HEALTH REQUIREMENTS FOR THE ENTRY OF HORSES

Import of horses from other EU Member States to Finland

These provisions also apply to Iceland, Norway and Liechtenstein.


An official veterinarian must carry out a clinical inspection of the horse 48 hours before loading or by the last working day before loading. During the transport the horse must be accompanied by the identification document and health certificate. Health certificate forms are available at the Department of Food and Health of the Ministry of Agriculture and Forestry.


However, it is allowed for a competing horse registered in Finland, Sweden, Denmark or Norway to cross a border between these countries without a veterinary inspection and a health certificate five days before the beginning or after the end of a competition. In these causes a document certifying participation in a competition and an identification document must follow.


Import of horses from the so-called third countries, i.e. non-EU countries

Import of horses to Finland is allowed only from countries referred to in Annex Eb to veterinary legislation, which have been classified on the basis of the health requirements. Restrictions have also been imposed on countries under safeguard measures issued by the Commission.


During transport horses must be accompanied by a health certificates referred to in this decision and an identification document issued by a competent organisation of the country concerned. Health certificate forms are available at the Department of Food and Health of the Ministry of Agriculture and Forestry.

A health certificate is issued in connection with an official health inspection which must be carried out in the country of origin on the day of loading. The certificate must be available at least in Finnish, Swedish or English, and if the country of destination is another Member State, the official language of this country. Imported horses are inspected to prevent animal diseases (veterinary border inspection).

THE FEI CODE OF CONDUCT


FOR THE WELFARE OF THE HORSE


The Fédération Equestre Internationale (FEI) expects all those involved in international equestrian sport to adhere to the FEI’s Code of Conduct and to acknowledge and accept that at all times the welfare of the horse must be paramount and must never be subordinated to competitive or commercial influences.


  1. At all stages during the preparation and training of competition horses, welfare must take precedence over all other demands. This includes good horse management, training methods, farriery and tack, and transportation.


  1. Horses and athletes must be fit, competent and in good health before they are allowed to compete. This encompasses medication use, surgical procedures that threaten welfare or safety, pregnancy in mares and the misuse of aids.


  1. Events must not prejudice horse welfare. This involves paying careful attention to the competition areas, ground surfaces, weather conditions, stabling, site safety and fitness of the horse for onward travel after the event.


  1. Every effort must be made to ensure that horses receive proper attention after they have competed and that they are treated humanely when their competition careers are over. This covers proper veterinary care, competition injuries, euthanasia and retirement.


  1. The FEI urges all involved with the sport to attain the highest levels of education in their areas of expertise.

IMPORTANT

The value of the 1st prize must not exceed 1/3 of the total prize money distributed for the competition. The minimum number of prizes offered for each competition must be allocated on the basis of one prize for every commenced four Athletes, with a minimum of five prizes. The total amount of prize money shown for each Competition in the schedule must be distributed. (GR Art 127, 128)

The retail value of all prizes in kind must be mentioned as well as detail of model, type and special features for cars.

Instructions for breakdown of prize money:

  • No more than 1/3 of the total prize money for the competition to the winner.

  • Break down for 1st to 8th place (at least) in a reasonable descending order of distribution must be listed in the Schedule.

  • The minimum amount the last placed competitor receives must be indicated in the Schedule.
